Why the Other Routes Are Closed in Practice

Naturalisation requires long residence; descent and marriage require a connection most applicants do not have. Set out only as contrast.

There are two main routes to becoming a citizen of Vanuatu. You can either go the long way, through standard naturalisation after living there for at least 10 years, or take a shortcut with the Citizenship by Investment Program. While both end with a Vanuatu passport, their legal paths, timelines, and demands are completely different. The investment route is much, much faster, granting citizenship for a financial contribution.

What Are the Main Pathways to Vanuatu Citizenship?

An individual can become a Vanuatu citizen through two distinct legal pathways. Which one is right for you boils down to two things: your history of residence in the country and your financial situation.

  • Standard Naturalisation (Article 12): This is the traditional path. It's built on long-term physical presence. Governed by the Citizenship Act [Cap. 112], this route requires you to have lived continuously and legally in Vanuatu for a minimum of 10 years right before applying. It’s designed for people who have already put down deep roots and made Vanuatu their home.

  • Citizenship by Investment Program: This is the fast track, created to bring in foreign capital. The official government program is called the Development Support Program (DSP). It completely waives the 10-year residency rule if you make a significant, non-refundable donation to a national development fund. This is how most international investors get a second passport, and it's what people usually mean when they talk about the Vanuatu citizenship by investment program.

What Is the Vanuatu Citizenship by Investment Program?

The Vanuatu Citizenship by Investment Program is the country's fastest route to a second citizenship. It allows eligible people and their families to receive citizenship after making a set, non-refundable donation to the government's Development Support Program (DSP).

Critically, this pathway has no residency requirement. None. You don't have to live in or even visit Vanuatu to qualify. The entire process is handled remotely by government-approved agents.

The program is known for its speed. From submitting the application to getting the passport in hand, the process usually takes just 45 to 60 days. The program has been very popular since it started, with reports showing that more than 4,000 passports have been issued since 2017.

A mandatory and thorough due diligence check is a key part of the process. The Vanuatu Financial Intelligence Unit (FIU) vets all applicants. This check starts when you pay a non-refundable fee of USD 5,000, which is used to screen for criminal records, sanctions, or other red flags. Only after you pass this FIU check can your full application move forward.

How much does it cost to become a citizen of Vanuatu?

The cost of Vanuatu citizenship through the Development Support Program is based on how many people are on the application. The main cost is the non-refundable donation to the government.

  • For a Single Applicant: The minimum contribution is $130,000.
  • A Married Couple: The contribution is $150,000.
  • Families with children: The cost goes up. For instance, a married couple with one child contributes $165,000, and a couple with two children will contribute $180,000.

Keep in mind, these government donation amounts do not include the initial FIU due diligence fee or the professional fees charged by the agent who processes your application.

What Are the Benefits of a Vanuatu Passport?

A Vanuatu passport offers several key advantages, making it a smart choice for global investors. The main benefits are mobility, tax efficiency, and pure speed.

  • Global Mobility: The biggest draw is visa-free or visa-on-arrival access to a number of countries and territories. This makes international business travel simpler and gives you more freedom for personal trips.
  • Favourable Tax Regime: Vanuatu has a famous tax-friendly environment. The country has no personal income tax, wealth tax, inheritance tax, or capital gains tax. This is a huge advantage for structuring assets, but remember: citizenship alone doesn't make you a tax resident. You must still follow the tax laws of your primary country of residence.
  • Fast and Efficient Processing: It's one of the world's fastest citizenship by investment programs. That means you get a clear, predictable path to a second passport. Getting it all done in under two months is a massive benefit for anyone with urgent travel or business needs.

What is Vanuatu passport?

A Vanuatu passport is the official travel document given by the government to citizens of the Republic of Vanuatu. It is the ultimate proof of citizenship and allows the holder to travel internationally under the protection of the Vanuatu government. It gets you into other countries, either without a visa or with one where it's required.

Vanuatu passport visa-free countries

A Vanuatu passport currently provides visa-free or visa-on-arrival access to around 88 countries and territories. This helps with travel to major business and leisure spots, including hubs like Hong Kong and Singapore.

But you must be aware of recent, major changes. Visa-free access to the Schengen Area was suspended by the EU on 4 February 2023. Then, visa-free access to the United Kingdom was withdrawn on 19 July 2023. This means Vanuatu citizens now absolutely need a visa to enter those regions. Visa agreements are fluid and can change without warning, so always verify the current visa-free list before you book any travel.
